The organization of rescue operations by the civil defense force
The civil defense special branches and other self-defense organizations must agree on the principles of cooperation under war conditions. Their work requires thorough coordination, as well as great mobility and dynamism. The movement of the special branches should be coordinated. Under such circumstances it is important that the resources be divided properly and proportionally, so that the rescue operations proceed in the most effective way. Political propaganda carried out by appointed persons plays a key role in coordinating the work of the special branches of civil defense.
